Scaling SACCO Affordable Housing Books: The KMRC Single-Digit Refinancing Guide

Unlocking Single-Digit Mortgage Liquidity in Kenya

High commercial interest rates have historically constrained affordable housing access in Kenya. With commercial bank lending rates averaging 14% to 18%, SACCOs face a massive market opportunity by partnering with the Kenya Mortgage Refinance Company (KMRC) to provide single-digit long-term mortgages to their members.

Under KMRC's concessional refinancing facility, primary mortgage lenders—including qualifying SACCOs—can access long-term liquidity at low single-digit rates, allowing them to issue home loans at a fixed 9.5% interest per annum, with KMRC-backed loans of up to KES 10.5 million and financing of up to 105% of property value. For Tier-1 SACCOs like Stima SACCO and competing commercial institutions like Equity Group Holdings, home loan portfolios are becoming a primary driver of long-term member retention.

    1. Eligibility & Asset Structuring Requirements

To qualify for KMRC refinancing facilities, SACCOs must maintain strict financial ratios governed by SASRA regulations:

    • Core Capital Adequacy: Core capital to total assets of at least 10.0%, and core capital to total deposits of at least 8.0%, for DT-SACCOs.
    • Non-Performing Loan (NPL) Ratio: Non-performing loan books must be strictly managed below 5% through algorithmic credit scoring.
    • Loan Size & Financing: KMRC-backed loans go up to KES 10,500,000 (a flat national ceiling, with no regional tiering) and KMRC permits financing of up to 105% of property value; many lenders still require a 10% member deposit as their own policy.

    2. Competitive Advantage Over Commercial Bank Mortgages

Commercial bank mortgages in Kenya often feature variable rate structures that expose buyers to interest rate volatility. In contrast, SACCO KMRC-backed mortgages offer predictable fixed repayment terms. By automating title verification, valuation workflows, and statutory deductions, SACCOs can process mortgage applications in under 14 days.

    3. Strategic Growth Impact for 2024–2028 Cycles

Adding a long-term mortgage product expands a SACCO's asset base while anchoring member loyalty for 15 to 25 years. Members who secure their family homes through their SACCO become lifelong deposit holders and advocates.
